DECEA qualifies much of its specialized human resources, particularly with regard to operational and technical areas of the Brazilian Airspace Control System.

Through the Institute of Airspace Control (ICEA), the organization trains a large number of its professional in segments as air traffic control, aeronautical meteorology, air navigation, telecommunications, aeronautical information service, inspection in flight, electronics, equipment maintenance, among others.

It is in the ICEA, for instance, that air traffic controllers, through sophisticated simulation resources, exercise in projected air traffic scenarios, training to undertake its future positions at the Brazilian air traffic control centers.
